Tanzanian Courts to Offer New Electronic Payment System

Electronic payment will soon extend to the courts of law in the country in a bid to solve the problems court users face when using the newly introduced bank payments system, the government has said.

The Deputy Minister for Finance and Economic Affairs, Mr Adam Malima, told the National Assembly here yesterday that the government was keen in using electronic payment systems in its activities and which include various payments in courts of law.

“The electronic payment system is the new arrangement we are thinking about for the time being. We have agreed that the new arrangement should be worked out,” he said in Parliament in his response to a supplementary question.

The query had emanated from Felix Mkosamali (Muhambwe, NCCR Mageuzi) who wanted to know when would the new electronic payment system begin for court activities.

The lawmaker wanted also to know why shouldn’t the government reinstate the old payment arrangement to run parallel with the bank payment system so at to reduce problems to the people.

The deputy minister said in recognition that the new bank payment system has been a problem to some court users especially where bank services are not available, assessment has begun to improve payment system using mobile telephone networks.

He said the Judiciary has the intention to expand the payment system by using various electronic systems where court users would be able to make payments wherever they are.

The deputy minister was reacting to a basic question from Sabreena Sungura (special seats, Chadema) who asked about government plans to ease problems to court users in using bank payment system for as little as 1,500/-.

The opposition lawmaker said the banking payment system introduced in April this year was also a problem to court users in rural areas where bank services are not available.

The deputy minister said the government had introduced the new banking payment system and picked out NMB because of its wider network in almost all districts in the country.

He said the Judiciary was assessing the challenges that have been identified in the use of the new system and would come up with recommendations of how the system could be improved.
